This report provides a summary of the discussions held during the first technical workshop on the revision of the guidelines for the review of biennial reports and national communications, including national inventory reviews, for developed country Parties. The workshop, co-chaired by Ms. Riitta Pipatti (Finland) and Mr. Brian Mantlana (South Africa) and held from 7 to 9 October 2013 in Bonn, Germany, was organized under the work programme of the Subsidiary Body for Scientific and Technological Advice (SBSTA). The aim of the workshop was to provide participants with an opportunity to discuss the scope, structure, timing, outline and other key elements of the review guidelines and for drafting of the guidelines for the review of biennial reports and national communications for developed country Parties. The Parties’ views, summarized in the
synthesis paper (FCCC/SBSTA/2013/INF.5), and the draft text of the guidelines for the review of greenhouse gas inventories, biennial reports and national communications under the Convention were the basis of the discussion. This report is expected to serve as input for the further consideration by Parties at SBSTA 39 of the revision of the guidelines for
the review of biennial reports and national communications, including national inventory reviews, for developed country Parties
