The Conference of the Parties, by its decision 1/CP.16, paragraph 86, invited Parties to submit to the secretariat, by 21 February 2011, their views on matters relating to the establishment of one or more non-market-based mechanisms to enhance the costeffectiveness of, and to promote, mitigation actions. The secretariat has received nine such submissions from Parties.
