This pillar focuses on the update of the NAP technical guidelines to enable the overall transformation of NAPs towards NAP 3.0, based on the mandate from COP 28 requesting the LEG “to update the technical guidelines for the national adaptation plan process, reflecting the provisions of decision 2/CMA.5 on the Global Goal on Adaptation as well as the best available science, including the Sixth Assessment Report of the Intergovernmental Panel on Climate Change”. The NAPs are the central instrument for adaptation planning and implementation at national level. Present NAPs so far have followed the traditional assessment process which does not envision NAPs serving as an investment plan for innovative finance. The update to the NAP guidelines provides an opportunity to ensuring NAPs serve as the investment plan for adaptation and resilience designed to tap into the widest sources and modalities of adaptation finance.
