UNFCCC team/division: CGE/ETF Support Unit/ Transparency Division
Tasks:
During my fellowship with the CGE/ETF Support Unit within the Transparency Division, I played a key role in supporting the unit’s mission of assisting developing countries in implementing the enhanced transparency framework (ETF) and fulfilling their climate reporting obligations under the Paris Agreement.
My key responsibilities aligned with the Unit and the CGE Work Plans for 2023 and 2024, including:
1. Technical Support for Capacity Building
2. Organization and Facilitation of Training Workshops
3. Supporting CGE Meetings and Intergovernmental Processes
4. Outreach and Communication
Experience:
The fellowship provided an invaluable opportunity to gain hands-on experience in the intergovernmental process and the provision of technical and capacity-building support to developing countries at a global level. Working within the CGE/ETF Support Unit, I was deeply involved in supporting developing countries in their transition from the MRV system to the enhanced transparency framework, while also contributing to technical guidance, capacity-building efforts, and intergovernmental negotiations.
Throughout my tenure, I worked closely with experts from the Secretariat, CGE members, and country representatives/experts, engaging in both technical and strategic aspects of transparency reporting. This experience enhanced my understanding of the complexities of climate reporting, the challenges faced by developing countries, and the critical role of technical support in strengthening ETF implementation.

The fellowship has been a transformative experience, enhancing my technical expertise, professional skills, and understanding of international climate governance. Through direct involvement in capacity-building, intergovernmental negotiations, and technical support, I have gained practical knowledge that will strengthen my contributions to climate transparency efforts in Belize, the Caribbean and Central American Regions, and beyond.
Technical Knowledge Gained
Developed a strong understanding of the enhanced transparency framework, including its modalities, procedures, and guidelines under the Paris Agreement. Acquired practical experience in conducting Capacity-Building Needs Assessments (CBNA) and developing technical guidance for transparency reporting. Deepened knowledge of institutional arrangements for MRV/ETF implementation, particularly for SIDS and LDCs.
Professional Development
Strengthened project management and organizational skills by coordinating workshops, training sessions, and technical support initiatives. Improved technical writing and analytical skills through contributions to CGE reports, briefing notes, and technical publications. Gained experience in intergovernmental negotiations, particularly in transparency discussions under SBI, COP, and CMA sessions. Enhanced stakeholder engagement and communication skills through collaboration with partner organizations, Parties, Government representatives, CGE members, and UNFCCC colleagues.
Supervisor comments:
Sumeet was a lead technical officer for several critical initiatives and supported intergovernmental processes, events and documentation. During his time with us, Sumeet was instrumental in leading and executing various workshops and events in support to developing country Parties. As the lead officer, Summer collaborated closely with facilitators to design and execute programs, moderated critical sessions, and leveraged tools like Mentimeter to enhance interactivity and participant engagement. The facilitators and the Parties widely appreciated his ability to ensure a smooth flow of sessions and achieve workshop objectives. Sumeet contributed to the design, preparation, and production of key documents. He demonstrated excellent analytical and attention to detail skills in supporting the intergovernmental processes.
Conclusion:
The CAPACITY Fellowship has been a remarkable and career-defining opportunity, especially as someone from a Small Island Developing State. For professionals from SIDS and LDCs access to high-level technical training, global climate negotiations, and capacity-building initiatives is often limited. This fellowship provided an unparalleled platform to engage directly with international climate processes, contribute to global climate action, and collaborate with experts shaping climate policy.
A key factor in my success was the exceptional team within the MRV/ETF Support Unit. From the very beginning, I was welcomed into an environment of trust, respect, and collaboration. The confidence they placed in my skills and expertise allowed me to make meaningful contributions to the unit’s core work, actively engage in technical discussions, and take on responsibilities that accelerated my professional growth. The leadership within the unit fostered a culture of mentorship and shared learning, ensuring I had both the guidance and autonomy to excel. Their support, knowledge-sharing, and encouragement made this experience truly rewarding and impactful.
The experiences, knowledge, and connections I have gained through this fellowship will have a lasting impact on my career and my ability to drive meaningful climate action. Working in a new country and region was an invaluable part of this journey, allowing me to adapt to different cultural and professional environments, expand my global perspective, and build strong international networks. This exposure has strengthened my ability to collaborate across regions and engage with diverse stakeholders.
I am eager to apply what I have learned to strengthen Belize’s climate governance framework, enhance regional collaboration, and contribute to global climate initiatives. This fellowship has not only expanded my technical and leadership skills but has also reaffirmed my commitment to ensuring that SIDS and LDCs have a strong voice in shaping the global climate agenda. I am deeply grateful for this opportunity and look forward to continuing my contribution in our collective efforts to address the climate crisis.
Looking ahead:
I will apply my expertise to strengthen Belize’s climate transparency efforts, supporting BTR, NC, and NDC reporting at the national level. My experience in capacity-building and training facilitation will help me train government officials and stakeholders on MRV/ETF processes, ensuring sustained institutional capacity. The professional network built through UNFCCC engagements will enable continued collaboration on regional and international transparency initiatives. The skills developed in negotiations, stakeholder engagement, and project coordination will enhance my ability to contribute to regional and global climate policy discussions.
