The finance pillar seeks to promote the identification and deployment of innovative and novel sources and modalities of finance for the implementation of NAPs. The goal is to push the finance envelope and identify steps to catalyze new and novel channels and modalities for adaptation finance, and how NAPs can be transformed in a way that attracts these types of investments which will neither burden public money (grants) nor indebtedness (loans) but rather focus to a large extent on win-win private sector finance modalities that have so far not been exploited or replicated in a climate change adaptation context. The Finance Thought Leaders (FTL) group will serve as a core intellectual effort in this regard, to devise a roadmap for comprehensive adaptation finance for NAP implementation, stepwise guidance on incorporating investment planning in the NAP, and advice on potential new modalities to be developed to mobilize and access the different sources and modalities of finance.
