Background

The Paris Committee on Capacity-building (PCCB) organizes a series of regional thematic dialogues annually under its work plan to foster exchanges on capacity-building at the national and regional levels. These dialogues are aligned with the annual focus area of the PCCB and will be taking place during the 2023 Regional Climate Weeks. The second out of four thematic dialogues in this series will be held at the Middle East and North Africa (MENA) Climate Week in Riyadh, Kingdom of Saudi Arabia.

Given that as of 21 October 2022, only 14 out of 37 National Adaption Plans (NAPs) had accompanying implementation strategies, and recognizing this substantial gap, the PCCB aims to contribute towards building capacities to develop NAP implementation strategies in countries across the MENA region. By enhancing the capacities of countries in the region to formulate and implement effective implementation strategies that include a strong focus on monitoring, evaluation and learning (MEL), there is great potential to significantly increase the impact and sustainability of NAPs.

The PCCB regional thematic dialogue will harness the unique opportunity presented by the MENA Climate Week, to enhance the visibility and significance of capacity-building for NAPs, fostering deeper engagement from a broader audience and maximizing the collective impact on advancing climate resilience efforts in the MENA region.

 

Objectives

This regional thematic dialogue aims to:   

  • Identify region-specific capacity gaps and needs related to the formulation of effective NAP implementation strategies as well as practical solutions to bridge these gaps; 

  • Showcase regional case studies and good practices from countries that have or are in the process of formulating and designing NAP implementation strategies, while also presenting relevant tools for developing NAP implementation strategies; 

  • Explore the potential and role of regional collaboration in strengthening capacities for enhancing the development of NAP implementation strategies, and achieving greater impact in NAP implementation; 

  • Engage financial institutions, development partners, policy-makers, private sector and civil society stakeholders to explore opportunities for designing and updating monitoring, evaluation and learning (MEL) approaches that can effectively support NAP implementation.
