* Please note that Cyprus went through the question and answer period before SB 50 and will participate in the multilateral assessment working group session in SB 51.

The MA of the progress towards achieving the quantified economy-wide emission reduction target for 2020 is undertaken for each developed country Party after the submission and technical review of their biennial reports.

In 2018, the third cycle of IAR started with the submission of the third biennial reports and the seventh national communications from Annex I Parties and the technical review of these reports by international expert review teams.

Timeline for the MA session:

Organizational matters:

Each Party being multilaterally assessed can give a short oral presentation (10 minutes) at the beginning of their MA session. The presentation could cover the following issues:

  • Economy wide emission reduction target and progress towards’s it;
  • Long-term emission reduction target;
  • Successes and challenges in implementing climate change policies;
  • Experiences with the IAR process;

The floor is then open for questions and answers by the assessed Party (20 minutes on average).

In the event that the Party receives none or very few questions, the total time allocated to that Party will be shortened. Upon completion of the multilateral assessment for one Party, the next Party will be invited to begin its presentation.

Output of the MA: The final stage of the MA is the publication of a Party record for each country. This includes the technical review reports, an SBI summary report, the questions and answers compiled for each Party through the MA portal, and any observations of the Party under review that are submitted within two months after the SBI working group session of the MA.
