Background

Under decisions adopted by Parties to the Paris Agreement (3/CMA.3, 7/CMA.4, CMA.6), eligible Clean Development Mechanism (CDM) project activities (PAs), programmes of activities (PoAs), and component project activities (CPAs) may transition to the Article 6.4 Mechanism (A6.4M), provided they meet the applicable requirements.

This transition process requires additional documentation, such as the Addendum Form, the Article 6.4 Sustainable Development (SD) Tool, and specific materials for afforestation/reforestation activities, and depends on the issuance of Host Party approval.

For countries in Latin America and the Caribbean (LAC), the transition represents a key opportunity to strengthen institutional readiness, enhance coordination between Designated National Authorities (DNAs) and activity participants, and align Article 6 implementation with national priorities under Nationally Determined Contributions (NDCs), Long-Term Low Emission Development Strategies (LT-LEDS), and sustainable development strategies.

To support this process, the UN Climate Change Secretariat, through its Regional Collaboration Centres for Latin America and for the Caribbean, organized a series of Live Clinics to facilitate technical understanding, experience-sharing, and regional coordination.

Objectives

The Live Clinics complement the PACM Explainer Series by providing an interactive space for national authorities and activity participants to:

  • Clarify technical and procedural aspects of the CDM transition to the A6.4 Mechanism.

  • Encourage the designation of national authorities and strengthen understanding of the roles of DNAs under Article 6.4.

  • Address questions related to Host Party Participation Requirements and Host Party Approvals.

  • Facilitate experience-sharing on institutional arrangements, coordination practices, and common challenges across LAC.

  • Strengthen collaboration between DNAs and activity participants to support the timely completion of participation requirements.

Format and Methodology

  • Modality: Virtual (Microsoft Teams)

  • Duration: 90 minutes per session

  • Languages: English and Spanish

  • Approach: Interactive facilitation, guided Q&A, peer-to-peer exchange

  • Inputs: Participants could submit questions in advance via Microsoft Forms

Two dedicated sessions were held, one for DNAs and National Focal Points, and one for activity participants.
