Background

RCC Latin America is conducting the Collaborative Instruments for Ambitious Climate Action (CiACA) project in Panama to address the growing global interest in utilizing carbon market instruments to finance low-emission development. These markets enable countries and the private sector to trade mitigation outcome units, fostering climate action at both domestic and international levels.

In this context, Panama has developed a Roadmap for implementing its National Carbon Market, considering legal, technical, and policy aspects to ensure alignment with national climate goals (NDCs) and strategic integration with international frameworks, such as Article 6 of the Paris Agreement and CORSIA.

The approach includes operationalizing all key market components, from generating and regulating carbon projects. This initiative aims not only to achieve climate objectives but also to promote an economic model that values ecosystems and introduces sustainable technologies across key sectors in the country, ensuring environmental and social safeguards, transparency, and citizen participation.

The two-day in-person event will provide an update on this project officially launched last September. The workshop will highlight the roadmap for implementing carbon markets in Panama, along with a summary of the CiACA project and an overview of the progress on the operationalization of Article 6.

Objectives

  • To officially present the Roadmap for the Implementation of markets in Panama to relevant actors from the public and private sector.
  • Inform relevant stakeholders about the main findings of the report.
  • Generate spaces for exchange between governmental and private sector actors to strengthen the future market.
  • Others identified by the Ministry of Environmnt (MiAMBIENTE), RCC Latin America or the consultant.
  • To present the key outcomes and trends included in the report: The progress of operationalization of Article 6 in Latin America.
