Background
The Adaptation Committee (AC) has established a continuous workstream on addressing gaps and needs in the formulation and implementation of national adaptation plans (NAPs) in collaboration with the other adaptation-related constituted bodies and other partners and providers of support. This workstream builds on the Least Developed Countries Expert Group (LEG)’s and AC’s mandate to consider gaps and needs in the process to formulate and implement NAPs and how to address them (decision 8/CP.24, paragraphs 17 and 18 and decision 9/CP.27, paragraphs 7-8). It also forms part of the AC’s function to promote the implementation of adaptation action under the Convention in a coherent manner.
In the context of this workstream the AC decided to convene regular thematic dialogues on pertinent topics.
The 2026 dialogue will focus on “Opportunities for accessing adaptation finance from the operating entities of the Financial Mechanism and the Adaptation Fund”.
The following two recent provisions gave reason for this year’s thematic focus:

Decision 12/CMA.7, paragraphs 17-19, which invite the GCF, the GEF and the Adaptation Fund to support developing countries in implementing the UAE Framework for Global Climate Resilience; and
-
Decision 1/CMA.6, paragraph 16, which decides to pursue efforts to at least triple annual outflows from the operating entities of the Financial Mechanism, the Adaptation Fund, the SCCF and the LDCF from 2022 levels by 2030.
Objective
The objective of the dialogue is to facilitate an exchange between the Green Climate Fund (GCF), the Global Environment Facility (GEF), the Adaptation Fund (AF) and Parties as well as other stakeholders on emerging opportunities for accessing adaptation finance from these funds for the implementation of the UAE Framework for Global Climate Resilience and beyond.
The dialogue will further provide a space for countries and support brokers to share experiences in accessing existing adaptation finance and to reflect on lessons learned that may help facilitate access to the emerging financing opportunities.
Expected outcome
The information and experiences shared during the dialogue are expected to help countries understand emerging adaptation finance opportunities and access modalities. They are further expected to inform the work of the AC, including its annual input to the draft guidance to the operating entities of the Financial Mechanism, as well as the work of its NAP task force and that of other stakeholders, in supporting developing countries in accessing finance and other means for implementing adaptation in a coherent manner.

Sandra Guzman
|
Sandra Guzman is the founder and general director of the Climate Finance Group for Latin America and the Caribbean. Sandra is Former Director of Climate Policy in the Environmental Ministry of Mexico. She has 20 years of experience in climate finance tracking, national strategies on climate finance, mainstreaming climate change in public finance, and developing finance opportunities. She also has experience in national, regional, and international processes related to climate finance, having participated in the last 17 Conferences of the Parties of the UNFCCC as climate finance advisor of several governments and social movements.
She holds a PhD in Politics from the University of York, a MSc in Environmental Policy and Regulation from LSE, a Diploma in Sustainable Finance for the University of Oxford, and other qualifications related to energy transition, gender studies, and others.

Rawleston Moore
|
Rawleston Moore is a Senior Climate Change Specialist in the Global Environment Facility (GEF) and an internationally recognized expert in climate change, environmental finance, and sustainable development with more than 25 years of experience supporting governments, multilateral institutions, and international organizations in advancing global climate action.
A former climate change negotiator, Mr. Moore has participated in the UNFCCC process for more than two decades, providing technical and strategic advice to governments and international institutions on climate policy, adaptation, climate finance, and the implementation of the Paris Agreement. Throughout his career, he has provided strategic leadership in the design and implementation of climate change adaptation and mitigation initiatives and has served as a trusted advisor on international environmental negotiations.
Mr. Moore has extensive experience working with developing countries—particularly Small Island Developing States (SIDS) and Least Developed Countries (LDCs)—to develop innovative climate finance solutions and strengthen resilience to climate change. He has collaborated extensively with the World Bank, UNDP, UNEP, FAO, multilateral development banks, and other international partners to mobilize climate finance, strengthen institutional capacity, and support countries in achieving sustainable, climate-resilient development.

Joaquim Leite

Joaquim is the Head of Climate Finance at the NDC Partnership. His work focuses on supporting NDC Partnership member countries in increasing access to and the impact of climate finance, leveraging the Partnership’s broad network of more than 100 implementing and development partners. Flagship initiatives under his leadership include the Climate Investment Planning and Mobilization Framework, co-developed with the GCF; the Center for Access to Climate Finance; and Partnership engagement and support for Ministries of Finance, Central Banks, and Public Development Banks. Joaquim brings more than 18 years of experience in climate and sustainable finance at the national and international levels, working at the intersection of policy design and real-world implementation.
