Background
Designated National Authorities (DNAs) play a critical role in facilitating the implementation of the Article 6.4 mechanism, also known as the Paris Agreement Crediting Mechanism (PACM). Cognizant of this, the Article 6.4 Supervisory Body (SBM) endorsed the establishment of the Article 6.4 DNA Forum to support the implementation of the Article 6.4 Mechanism, facilitate constructive dialogue with host Parties, and ensure effective reporting to the Conference of the Parties serving as the Meeting of the Parties. The Forum aims to provide a platform for DNA representatives to exchange views, share experiences, and address common concerns with the SBM, promoting peer-to-peer learning and the sharing of best practices.
The first DNA Forum on Article 6.4 will be convened as part of the 2025 Climate Weeks, scheduled from 19-23 May 2025 in Panama City, Panama. This inaugural forum will serve as the official launch of the Article 6.4 DNA Forum, bringing together UNFCCC National Focal Points and DNAs from both the Article 6.4 and Clean Development Mechanism.
Objectives of the Forum
- Inauguration of the Forum: Launch the Article 6.4 DNA Forum as an ongoing platform for dialogue and collaboration by gathering host Parties and DNAs, including adoption of terms of reference and election of co-chairs.
- Enhance Institutional Capacities: Strengthen the institutional capacities and knowledge of DNAs to effectively implement the Article 6.4 mechanism, considering the specific needs and contexts of each Party.
- Promote Peer-to-Peer Learning: Facilitate the exchange of best practices among DNAs to enhance the operationalization of the Article 6.4 mechanism.
- Share Updates and Progress: Provide updates on the SBM’s work, including the development of rules and regulations, and offer an overview of progress made in the operationalization of the Article 6.4 mechanism thus far. In addition, it will facilitate discussions on the challenges faced by DNAs in the transition to and implementation of the Article 6.4 mechanism.
