In 17 April 2019, the European Parliament and the Council adopted Regulation (EU) 2019/631 setting CO2 emission performance standards for new passenger cars and for new light commercial vehicles (vans) in the EU for the period after 2020. From 2025 on, manufacturers will have to meet the new targets set for the fleet-wide average emissions of new cars and vans registered in a given calendar year, with stricter targets applying from 2030. The Regulation also includes a mechanism to incentivise the uptake of zero- and low-emission vehicles, in a technology-neutral way. The new Regulation will start applying on 1 January 2020, when the current Regulations setting CO2 emission standards for cars and vans will be repealed. Target levels New EU fleet-wide CO2 emission targets are set for the years 2025 and 2030, both for newly registered passenger cars and newly registered vans. These targets are defined as a percentage reduction from the 2021 starting points: Cars: 15% reduction from 2025 onwards and 37.5% reduction from 2030 onwards Vans: 15% reduction from 2025 onwards and 31% reduction from 2030 onwards The specific emission targets for manufacturers to comply with, are based on the EU fleet-wide targets, taking into account the average test mass of a manufacturer's newly registered vehicles.

Consideration will be given by fiscal 2021 to the institutional framework for making CO2 emissions visible throughout the life cycle of storage batteries, ensuring the ethical procurement of materials, and promoting reuse and recycling, and the implementation methods for making CO2 emissions visible will be put into practice as soon as possible. In addition, in order to promote the reuse of on-board storage batteries and their reuse as low-cost stationary storage batteries, international standardization of methods for evaluating the residual performance of storage battery packs and the performance and safety of stationary energy storage systems, including reused storage batteries, will be conducted, and international rules and standards for promoting reuse will be promoted. In order to visualize the durability, safety, and other performance features that are Japan's strengths, the development of performance indicators and performance labels for the safety of household storage batteries after degradation will be promoted and JIS will be used. Effort will be put forth to promote the development of an environment for markets for evaluating the value of stationary storage batteries, including the design of a system for entering the supply and demand adjustment market (to be fully operational in 2024). In order to promote new businesses that utilize large-scale grid storage batteries and provide the regulation of power, the positioning of grid storage businesses under the Electricity Business Act will be clarified, and the process of jointly procuring grid storage batteries will be implemented in order to address the lack of power regulation for short-term fluctuations in the output of electricity from fluctuating renewable energy sources. Furthermore, in anticipation of the use of storage batteries to adjust supply and demand in the future, efforts will be made to develop a grid code (rules to be followed by power sources connected to the grid, etc.) for storage batteries, and the introduction of storage batteries for stationary use will be promoted.

The feed-in tariff regulation builds on the Electric Power Sector Reform Act 2005 that opened up the sector to competition and supports small producers, It aims to make use of Nigeria's vast potential for renewable energy by stimulating private investment. It specifies that a total of 1,000MW by 2018 and 2,000 MW by 2020 should be generated through renewables such as biomass, small hydropower, wind and solar, and connected to the grid. The power distribution companies should source minimum 50 per cent of their total supply from renewables. A distinction is made between small and large generation plants: electricity procured from small plants (1 MW to 30 MW) can automatically be integrated as renewable energy; for large plants (>30MW) a competitive procurement process needs to be initiated.

Reduce CO2 emissions by decreasing the number of vehicles transporting steel products to public wharfs under special measures on regulations (port and harbor distribution streamlining project using special large transportation vehicles). Also reduce CO2 emissions using special measures on regulations for special project using pipelines for the transport of industrial wastes requiring special management.

In Turkey, renewable electricity production is mainly promoted through a guaranteed feed-in tariff. The YEK-Law differentiates the amount of the fixed feed-in-tariffs depending on the technology and whether the plant components were produced in Turkey or not. The feed-in tariff varies according to the energy source and the origin of the plant components. It has to start to be in operation between 01.01.2016 and 31.12.2020 (Ministerial Decision 2013). The feed-in tariff and the local-content bonus are fixed in US dollars. The feed-in tariff under the YEKA scheme is tendered via a public auction. It also includes conditions for R&D activities, local-content regulations, etc. All prices are based on US dollar - Euro exchange rates from 12.12.2018.

The RET is an Australian Government scheme designed to reduce greenhouse gas emissions in the electricity sector by encouraging additional generation of electricity from renewable sources. The CER administers the RET through the Renewable Energy (Electricity) Act 2000 and supporting legislation. This scheme creates a guaranteed market for additional renewable energy deployment using a mechanism of tradable certificates that are created by renewable energy generators (such as wind farms) and owners of small-scale renewable energy systems (such as solar PV). Demand for certificates is created by placing a legal obligation on entities that buy wholesale electricity (mainly electricity retailers) to source and surrender these certificates to the CER to demonstrate their compliance with annual obligations. The RET operates as two schemes: The Large-scale Renewable Energy Target (LRET) encourages investment in renewable power stations to achieve 33,000 gigawatt hours of additional renewable electricity generation by 2020 and The Small-scale Renewable Energy Scheme (SRES) assists households, small business and community groups with the upfront cost of installing small-scale renewable energy technologies such as rooftop solar PV and solar hot water systems. The CER informs project investors and provides transparency to consumers by providing annual updates on progress towards the 2020 target. Both the LRET and SRES continue to operate until 2030.

In accordance with the National Coastal Maritime Transport Development Plan and considering that the Republic of Croatia is a maritime country with developed long-distance liner traffic, and in addition has navigable river routes and lakes, this measure would co-finance projects for the gradual transition of the existing obsolete fleet to alternative and/or hybrid solutions and new construction. Ships using alternative fuels are generally more expensive than ships using conventional fuels, so there is no expressed interest of shippers to invest in such ships. Therefore, it is necessary to financially support the conversion/construction of such vessels to the extent that the purchase price is equalized or puts such a ship in the same position as a ship using conventional fuel ships. This measure builds on the measure related to the development of alternative fuel infrastructure in terms of end users/consumers on that infrastructure, while significantly affecting the potential reduction of pollution of the sea, rivers and lakes.

Evaluation and adaptation of the (existing / in development) regulatory framework to offer alternatives for company cars (see, among other things, the Mobility Budget and the Cash for Cars measure) in the perspective of continuous improvement towards the energy and climate objectives. Subsidy is granted under the scheme for actions that involve purchasing and installing PV systems used to generate energy for own use in agricultural holdings/enterprises. Subsidy is also granted for purchasing energy storage systems.

"Tariff policy aims at ensuring targeted policy implementation for promoting development of renewable energy, and, more specifically electricity generation by solar PVs. Such tariff policy along with abovementioned legislative changes has already resulted in rapid development of solar PVs. Tariffs for solar PVs are distinguished as follows: • Utility-scale solar PVs - the tariff is based on the proposed lowest tariff resulted from international competition. • Up to 5 MW solar PVs - the tariff equals to the tariffs for SHPPs built on natural water flows, provided that the first tariff setting should be adopted by December 31, 2021 (inclusively). • Solar PVs with an installed capacity of up to 1 MW (inclusively) and whose license for production of electricity was granted before November 1, 2018, inclusively – feed-in tariff. • Solar PV power plants with up to 500 kW capacity – autonomous power generators with net-metering. Net balance is calculated on annual level and surplus electricity is sold to the grid at the rate of 50% of the tariffs set by the PSRC for the respective consumers` group."

The SolarClick program aims at installing PV on rooftops of public buildings (administration, schools, sport infrastructures, etc.). PV panels are financed by the Brussels-Capital Region and the program is operationalized by the DSO, Sibelga. The Brussels NECP extends this program beyond 2021 in a synergy with the NRClick program (energy efficiency).

There are two types of feed-in tariff (FiT) in South Australia’s (SA). The feed-in tariffs you may receive depends on the date SA Power Networks gave permission to connect the system to the main electricity grid. • The retailer feed-in tariff is available to anyone with an eligible solar PV system. • The distributor feed-in tariff, also known as the solar feed-in scheme, is only available for eligible solar PV systems that were connected to the grid before 30 September 2011. SA commenced a net FiT scheme in July 2008 that was open to customers who consumed less than 160mEh per year with a solar system up to 10kW (single phase) or 30kW (three phase). The scheme’s distributor tariff is 44c/kWh, which will continue for eligible customers until 30 June 2028. It closed to new applicants on 30 September 2011. Households that joined from 1 October 2011 but before 30 September 2013, received a 16c/kWh distributor tariff until 30 September 2016. From January 2013 the retailer FiT rate has been determined by the Essential Services Commission (ESC) of South Australia. The rate was 6c/kWh until December 2014, at which point it reduced to 5.3c/kWh. In December 2016, the ESC announced its decision to no longer set a minimum retailer contribution. Each retailer is required to determine the rate it will pay solar customers.
