Global Climate Action at COP 30

With the aim to translate commitments into action in the true spirit of “mutirão” against climate change, the COP 30 Presidency and the Climate High-Level Champions, together with the Marrakech Partnership, have been working closely to shape a unified Climate Action Agenda programme for COP 30.

This agenda seeks to inspire and foster meaningful engagement and collaboration - uniting businesses, investors, subnational leaders, and civil society in a shared commitment to accelerating climate solutions through connecting, supporting, and scaling the many initiatives already in motion. 

Drawn from the outcomes of the first Global Stocktake and guided by the COP 30 Presidency’s priorities, this agenda is structured around six axes and thirty key objectives (see illustrations below). Through the work of dedicated activation groups, hundreds of existing initiatives and coalitions are developing implementation plans, identifying solutions, and proposing measurable indicators for each objective.

The COP30 Action Agenda aims to inaugurate a framework capable of mobilizing all actors and efforts to accelerate the implementation of what has already been negotiated, based on the results of the first Global Stocktake (GST-1).

The Global Stocktake is the Paris Agreement's tool that, in 5-year cycles, assesses progress in achieving its goals and guides a global action plan. The COP30 Presidency proposes translating the results of the Global Stocktake into six major thematic pillars and thirty key objectives, which will be advanced through multiple solutions. 

The six pillars of the Action Agenda cover efforts for mitigation, adaptation, finance, technology, and capacity-building:

The 30 key objectives of COP30 are designed to elevate climate action that begins and ends with people:

Through the work of dedicated activation groups, hundreds of existing initiatives and coalitions are developing implementation plans, identifying solutions, and proposing measurable indicators for each objective. 

The Activation Groups follow a four-step process:

  • Coordinate initiatives launched at previous COPs around common Key Objectives;
  • Measure the results generated by these initiatives and present them transparently within the Climate Convention channels and at COP;
  • Demonstrate that many solutions already exist for the climate, the economy, and people, providing real-world cases for the creation of a "Granary of Solutions";
  • Jointly scale existing solutions, with concrete plans to accelerate implementation by 2028, the end of the current Global Stocktake (GST-1) period.

By generating these results, the Activation Groups will ensure that solutions become more robust, advance faster, and reach more places, contributing to the achievement of the 30 objectives of the Action Agenda.

As a central part of implementing the Action Agenda, the Granary of Solutions is a dynamic repository of climate action, bringing together existing solutions and helps accelerate and scale up impact in alignment with the Global Stocktake (GST) and the goals of the Paris Agreement. The COP30 Presidency invites governments, businesses, philanthropies, communities, and civil society to contribute climate solutions.

Initiatives already engaged in an Activation Group can add new solutions and case studies to the Action Agenda. Those not yet involved can submit proposals through the this form.

  • November 10-11: will highlight the themes of Adaptation, Cities, Infrastructure, Water, Waste, Local Governments, Bioeconomy, Circular Economy, Science, Technology, and Artificial Intelligence, laying the groundwork for climate readiness and resilience across all systems, sectors, communities, and regions.
  • November 12–13: Health, Jobs, Education, Culture, Justice and human rights, Information integrity, and Workers. These days also introduce the Global Ethical Stocktake, reinforcing equity and moral responsibility in climate governance.
  • November 14–15 zoom in on systems transformation across Energy, Industry, Transport, Trade, Finance, Carbon markets, and Non-CO₂ gases, supporting the global push to triple renewable energy, double energy efficiency, and transition away from fossil fuels in a just, orderly, and equitable manner.
  • November 17–18 elevate both planetary and community stewardship — centering on Forests, Oceans, and Biodiversity, while spotlighting Indigenous peoples, Local and traditional communities, Children and Youth, and Small and medium entrepreneurs, showcasing inclusive, grounded, and nature-aligned solutions.
  • November 19-20: will address food, agriculture, and equity at their roots, covering Agriculture, Food Systems and Food Security, Fisheries, and Family Farming. They will also emphasize debates related to Women, Gender, Afro-descendant, and Tourism.
