RCC Caribbean in 2025

The Regional Collaboration Centre for the Caribbean (RCC Caribbean), based in St. George’s, Grenada and hosted by the Windward Islands Research and Education Foundation, supports climate action across 11 Caribbean nations through technical assistance, regional coordination, and capacity‑building. In 2025, the RCC continued to support countries of the region in achieving climate goals under the Paris Agreement.

Achievements in 2025

In 2025, RCC Caribbean organized 46 events and produced 13 knowledge products, with activities spanning NDC 3.0 preparation, Article 6 readiness, adaptation planning, and climate finance.

Key achievements include:

  • Regional partners meetings on NDCs with NDCP, UNDP, UNEP, and CCCCC.

  • Webinars on the Pathway to NDC 3.0, enhancing regional understanding of ambition and technical requirements.

  • Side events on NDC 3.0 ambition and blue carbon at the OECS NDCFI.

  • Peer‑to‑peer exchanges at the Caribbean E‑Mobility Forum.

  • Knowledge products on Article 6, including a Mitigation Contribution Unit factsheet and a study on fees and levies.

  • Regional dialogues and workshops on Article 6 readiness (REDICAP for SIDS and Latin America).

  • Webinars on climate loss and damage, water resilience, and adaptation finance.

  • Youth capacity‑building sessions on the UNFCCC process.

  • Support to the 2025 Climate Weeks, including NDC Clinics and Article 6 Implementation Labs.

Direct Country Support

Mitigation

  • Supported Dominica and St. Kitts and Nevis in initiating NDC 3.0 preparation.

  • Provided Article 6 and carbon pricing support to the Dominican Republic, Belize, and St. Kitts and Nevis.

Adaptation

  • Organized a virtual roundtable to mobilize support for Haiti’s National Adaptation Plan.

  • Supported Grenada in mainstreaming gender into BTR reporting.

Transparency

  • Supported St. Vincent and the Grenadines in accelerating its Biennial Transparency Report.

  • Delivered capacity‑building on ICTU requirements for St. Vincent and the Grenadines.

RCC Caribbean supported the country’s integrated NDC 3.0 and LT‑LEDS process by:

  • coordinating stakeholder engagement,

  • producing a policy and data database,

  • organizing an inception and sensitization workshop, and

  • strengthening institutional awareness and ownership.

WINDREF values its collaboration with the UNFCCC through the Regional Collaboration Centre for the Caribbean. Small island developing states in the Caribbean remain on the frontlines of climate change, facing a barrage of natural and climate-related disasters, rising temperatures, which have negative impacts on communities, livelihoods, and public health. In light of these growing challenges, supporting countries to strengthen resilience, adapt, and enhance monitoring and reporting systems is both urgent and essential.At the same time, Caribbean countries continue to make meaningful progress in advancing mitigation efforts, exploring technologies and innovations that support both mitigation and adaptation co-benefits, while promoting economic growth.

The RCC Caribbean plays an important role in this effort by working closely with countries and regional partners to support practical climate action and help address the challenges faced by Caribbean states. As host partner and a member of the RCC Caribbean Steering Committee, WINDREF values this collaboration and looks forward to continuing to work together to support Caribbean countries and communities as they address the impacts of climate change.
