The UNFCCC roster of experts (RoE) has resumed operation following a technology and security upgrade and migration of data from old system.
The UNFCCC Roster of Experts contains information on experts, who are nominated by their respective Governments through the National Focal Points of the Parties under the UNFCCC and by Intergovernmental Organizations through their Designated contact Point (DCP), to contribute to a number of processes mandated by the COP, CMP, CMA and the subsidiary bodies. These processes, among others, include reviews of greenhouse gas (GHG) inventories, national communications, biennial reports, technical analyses of biennial update reports, reviews of article 6.2 reports and the reviews of biennial transparency reports (BTR) submitted by Parties to the Paris Agreement.
In addition, nominated experts to the UNFCCC Roster of Experts contribute to the technical assessment sessions of proposed forest reference emission levels and/or forest reference levels for the implementation of the activities referred to in decision 1/CP.16, paragraph 70 (REDD-plus), submitted on a voluntary basis by developing country Parties.
Nomination process:
The process to nominate experts to the UNFCCC RoE consists of a self-nomination by the interested expert followed by an approval by the respective NFPs or appointed Roster Custodian in the ROE.
The UNFCCC Roster of Experts is currently only open for the nomination of new experts (i.e. experts who were never part of the ROE).
Experts who are already approved in the RoE and need to make any critical updates (e.g. a change in email address) should contact roster@unfccc.int. For any other updates, please wait until the roster is further enhanced with these capabilities.
New experts are requested to follow the following steps.
1. Request access to the ROE Portal
If you are a new expert and have never engaged in activities organized by the secretariat, such as technical reviews or technical analysis and intends to get nominated by your focal point, then you should first request access to the ROE portal.

2. Create and complete your profile in the ROE Portal
After successful activation of your access to the Portal, you will receive further instructions on how to log in, create your profile, and submit it to your focal point for approval. Once you have access the ROE Portal read carefully all instructions and follow each step sequentially to complete your profile. Be aware that once the profile is submitted no changes are possible and incomplete profiles will not be processed.

3. Approval process by the National focal points or Roster Custodians
After completion of the self-nomination process (submission of the Profile form in the ROE Portal), National Focal Points or Roster Custodians will approve or reject nominations to the RoE submitted by experts. The National Focal Points and Roster Custodians will receive the expert nomination notifications through the email accounts communicated to the UNFCCC secretariat, and the approval process will be handled through the UNFCCC Roster of Expert Portal. National Focal Points and Roster Custodians will already have access to the Portal and therefore do not need to request such access.

IMPORTANT: To register for the BTR expert training examinations, new experts will need to have the Index code which will be available in the following file (and updated regularly - every two/three days).

Please note that:
• The new ROE does not currently allow experts to update their contact information, nomination tasks or their expertise. This feature will be activated in future updates.
• National focal points and Roster of experts custodians can electronically approve or reject nominations to the ROE that are submitted by experts.
• National focal points and Roster custodians should contact roster@unfccc.int regarding any pending approvals of experts in the old system.
