ES dinner with LDCs and SIDS at SB60

The ES convened a dinner with representatives of the LDCs and SIDS during SB 60. The meeting discussed ways to operationalize the transformed NAP 3.0. Discussions brought up the following observations:

  • Access to funding is one of the main issues to formulate and implement NAPs. Representatives mentioned it requires many years and pre-existing capacity building to access the Readiness funding through the GCF, which is designed to build countries’ capacity. 
  • Even if the NAP has all the right components, it is still difficult to attract funding. Participants noted that it is easier and faster to access the LDCF (GEF) compared to the GCF. 
  • LDCs and SIDS are ready to support the NAP 3.0 but mentioned the importance of prioritizing public sources of funding to support adaptation. Participants also mentioned the opportunity to leverage the mitigation co-benefits for adaptation to attract more financial support. 
  • LDCs and SIDS face many challenges due to lack of human resources as one person performs multiple duties and jobs. In this regard, it was mentioned that in 2001, Decision 5/CP.7 called for institutional capacity building for national focal points in LDCs, with UNITAR launching a global project funded by GEF. A similar initiative could be launched under the NAP 3.0, once requested by Parties during negotiations.
  • Participants also proposed the establishment of regional NAP agencies, with adequate staff, to provide support for LDCs and SIDS on preparing the NAP, so that countries don’t have to rely on international consultants. This also contributes to the mind shift needed for countries to be the real owner of the NAPs, with partners providing support and not driving the process. 
  • Climate data represents a challenge for many LDCs and SIDS. EW4ALL could be the channel to address climate data challenges and needs in this regard.
  • Other developing countries can build on the experiences of LDCs and SIDS as they championed the NAPAs and the NAPs.
