His Excellency Alok Sharma, President of COP 26, CMP 16 and CMA 3, has appointed Federica Fricano (Italy) and Kishan Kumarsingh (Trinidad and Tobago) as co-chairs for 2022 of the ad hoc work programme on the new collective quantified goal on climate finance.

Federica Fricano is the Director of the European Affairs and International Climate Negotiation at the Ministry of Ecological Transition. Her duties range from managing the Italian participation to the World Bank Carbon Funds, being also Chair of the Italian Carbon Fund, coordinating the participation of the Ministry in the climate change activities at the European level, to leading the Italian negotiating team on climate change at the international level. In her role as Italy Head of Delegation to the Montreal Protocol she was involved in four cycles of negotiations of the replenishment of the Multilateral Fund for the Implementation of the Montreal Protocol. In 2018 she was the Co-Chair of the Ad Hoc Working Group on the Paris Agreement item 3 on the mitigation section of decision 1/CP.21. During the G20 Italian Presidency in 2021 she was the Chair of the Climate Change Sustainability Working Group leading to the adoption of the G20 Energy and Climate Communique. In 2021 she also coordinated and lead the organization of the Yout4Climate Event and the Pre-COP 26 Meeting, working in partnership with the UK Presidency of COP 26 during the entire year.

Kishan Kumarsingh is Head of Multilateral Environmental Agreements at the Ministry of Planning and Development in Trinidad and Tobago and has been the lead climate negotiator for Trinidad and Tobago under the UNFCCC for more than 20 years. He is responsible for providing climate policy advise to the Government of Trinidad and Tobago and coordinating the implementation of climate obligations and action in Trinidad and Tobago. He has held various portfolios under the UNFCCC including the Vice-Chair and Chair of the Expert Group on Technology Transfer (2003-2005); the Chair of the Subsidiary Body on Scientific and Technological Advice (2006-2007); and the Co-Chair of the Ad Hoc Working Group on the Durban Platform (2013-14). He has also chaired/facilitated many negotiating groups over the years on various issues.
