Abstract
This paper provides technical guidance on regional approaches to adaptation planning and implementation, focusing on both the regional level and the process of formulating and implementing National Adaptation Plans (NAPs). Building on previous LEG technical papers from 2005 and 2015, it addresses transboundary climate change risks that need consideration at national and regional levels, the data required for tracking these risks, opportunities for regional collaboration in managing these risks, and policy options for facilitating transboundary cooperation. The paper highlights existing regional programmes and projects, strategies for implementing regional approaches, and explores pathways to integrate these into national efforts.
Specifically, the paper discusses the rationale for regional collaboration in NAP formulation, challenges and good practices, practical ways to enhance regional approaches in national plans, and lessons from designing and implementing regional adaptation programmes with various support entities. It aims to facilitate dialogue on transboundary climate risk management and design solutions, including accessing sustainable finance, to guide intergovernmental deliberations on adaptation, and support country adaptation actors and regional entities in effective adaptation planning. The information presented serves as a comprehensive resource for furthering adaptation guidance and support within the broader adaptation community.
