The module focuses on the systemic and institutional capacity needs that are pertinent to the impacts of implementation of response measures.

By the end of this module, learners are expected to be able to understand:

• What systemic and institutional capacities are and why they are important.
• How to identify gaps in systemic capacity needs by using simple evaluation techniques.
• How to develop or enhance institutional capacity based on identified needs.
• Challenges and best practices for developing or enhancing institutional capacity.
