The APA, at its resumed first session (APA 1.3), invited Parties to submit, by 15 September 2017, their views and proposals under agenda item 7, as proposed in the annex to the informal note on this agenda item.
The Co-facilitators proposed in their informal note from APA 1.3, the following guiding questions for targeted submissions by Parties, while still encouraging Parties to address any other areas that may have not been addressed in depth or that they would wish to address:
(a) The design of potential linkages to other arrangements under the Paris Agreement that would ensure the effective operation of the committee referred to in Article 15, paragraph 2, of the Paris Agreement, while still preserving the independence of these arrangements;
(b) Specify what kind of outputs of the committee’s activity would effectively facilitate implementation and promote compliance, and how;
(c) Operationalization of the consideration of national capabilities and circumstances of Parties in the modalities for the operation of the committee.
The APA, at the second part of its resumed first session (APA 1.2), invited Parties to submit, by 30 March 2017, their views and proposals under agenda item 7, including but not limited to, with the following focus.
In the light of Article 15 of the Paris Agreement and paragraphs 102 and 103 of decision 1/CP.21, Parties are invited to:
(a) Specify the modalities and procedures required for the effective operation of the committee referred to in Article 15, paragraph 2, of the Paris Agreement;
(b) Elaborate elements that could be addressed through such modalities and procedures;
(c) Share their views on how to take the work further under this agenda item in order to ensure that the APA can fulfil its mandate in accordance with decision 1/CP.21, paragraph 103.
