When reviewing the revised A6.4 SD tool, stakeholders are encouraged to consider it within the broader context of the Article 6.4 activity cycle.

 

The A6.4 SD tool is implemented within the framework of the Article 6.4 activity cycle procedure and is not intended to operate as a standalone document. Its application and review should therefore be considered in conjunction with the requirements and processes set out in the Article 6.4 activity cycle procedure, as illustrated in this diagram. 

 

Role of A6.4 SD tool within the Article 6.4 activity cycle 

Local stakeholders, including local communities and Indigenous Peoples, are invited to provide input on environmental and social impacts and sustainable development impacts of a proposed Article 6.4 project. This input is collected through the local stakeholder consultation process, which is conducted in accordance with the requirements of the host Party. 

Where the host Party has not established requirements for local stakeholder consultation, the consultation process shall be conducted from the earlier of (i) the project start date or (ii) the date on which the Project Design Document (PDD) is submitted to a Designated Operational Entity (DOE) for validation, and may continue throughout the implementation period of the Article 6.4 project in accordance with the applicable Article 6.4 activity cycle procedures. 

The three A6.4 SD tool forms are to be submitted together with the PDD and are subject to review through multiple stages, including global stakeholder consultation, local stakeholder consultation, validation, and verification by a DOE, and also subject to continuous engagement of stakeholders throughout the Article 6.4 activity cycle.
