Through the decision Global Mutirão: Uniting humanity in a global mobilization against climate change (Decision 1/CMA.7), adopted at COP 30 in Belém, Parties agreed to launch the Global Implementation Accelerator as a cooperative, facilitative and voluntary initiative, under the joint guidance of the COP 30 and COP 31 Presidencies.
Its mandate is to accelerate implementation across all actors to keep 1.5 °C within reach and to support countries in implementing their nationally determined contributions and national adaptation plans.
The Accelerator is both distinct from and complementary to the Belém Mission to 1.5, also launched under the Global Mutirão decision. The Belém Mission to 1.5 will examine solutions and culminate in a report released ahead of COP 31 to enable ambition and implementation of NDCs and NAPs, as well as reflecting on ways to enhance international cooperation and investments in those climate plans.
The Accelerator will establish an enduring process oriented towards identifying and accelerating Global Climate Action Agenda initiatives through specific actions on the ground and the mobilization of all actors. The Accelerator will focus on specific solutions arising from the Global Climate Action Agenda with the highest potential to drive transformative change on a global scale – to trigger the so-called positive tipping points, involving targeted interventions for exponential positive change that can cascade across economic sectors and segments of society while keeping 1.5 °C within reach. It will be established as an enduring, lean, and nimble support structure to accelerate selected solutions – such as technologies, approaches and practices – included in voluntary and collaborative implementation plans (known as Plans to Accelerate Solutions) from the Global Climate Action Agenda, bringing together governments, businesses, financial institutions, cities and civil society around a small set of concrete, chosen initiatives.
