Background

The Article 6.4 Supervisory Body (SBM) endorsed the establishment of the Article 6.4 Designated National Authorities (DNAs) Forum as a dedicated platform to support effective implementation of the Article 6.4 Mechanism, also known as the Paris Agreement Crediting Mechanism (PACM), facilitate constructive dialogue with host Parties, and ensure structured engagement and reporting to the CMA.

The Forum provides a platform for DNA representatives to exchange views, share experiences, and address common challenges related to their participation in the PACM. It also aims to support DNAs in preparing national stakeholders to meet the participation requirements of the PACM. In doing so, the Forum promotes peer‑to‑peer learning and the dissemination of best practices, while helping DNAs navigate the operational, technical, and institutional challenges they face.

In addition, the Forum aims to enhance the national and regional capacities of DNAs to host, regulate, and improve their access to, and participation in, the PACM. By building these capabilities, the Forum helps ensure that participating countries can engage confidently and transparently in the Mechanism, uphold robust environmental and social safeguards, and contribute to the overall integrity, transparency, and credibility of the PACM.

The Article 6.4 DNA Forum was officially launched in 2025, during Climate Week held in Panama, where its Terms of Reference were adopted, defining the Forum’s governance structure, modalities of work, and operational arrangements, and where its Co-Chairs were selected.

Following the successful launch of the first Global DNA Forum, preparations are now underway for the second Global DNA Forum, which will be convened during Climate Week 3. The event will take place on 21 April and 25 April 2026 n Yeosu, Republic of Korea, providing DNAs with another opportunity to deepen collaboration, exchange insights, and advance their readiness for effective participation in the PACM.

Objectives of the forum

The second Global DNA forum has the following specific objectives:

• Unpack and discuss recent decisions adopted by the CMA, CMP, and the SBM that are directly relevant to DNAs, ensuring a shared and accurate understanding of current mandates and expectations.
• Ensure DNAs are fully informed of key timelines and procedural requirements, particularly those related to the transition of CDM activities to the PACM, to support a smooth and timely transition.
• Clarify and provide authoritative guidance on the roles and responsibilities of DNAs under the PACM, with the aim of strengthening national institutional readiness.
• Facilitate structured, solution‑oriented discussions on the challenges DNAs face in transitioning to and implementing the PACM and identify practical approaches and support needs.
• Promote peer‑to‑peer learning, knowledge exchange, and the dissemination of best practices, including lessons learned from frontrunner DNAs, to support effective and consistent operationalization of the PACM.
• Identify emerging capacity needs and potential gaps to enable DNAs to fully participate in and effectively implement the PACM.
• Elect a Co‑Chair representing developed country Parties and identify priority areas of work to guide future meetings and the strategic direction of the Forum.
