Background

In accordance with decision 9/CMA.3, paragraph 10, the Presidency will convene the 2022 High Level Ministerial Dialogue (HLMD) on the New Collective Quantified Goal on Climate Finance on progress made, with a view to providing guidance on the further direction of the ad hoc work programme for the following year.

The HLMD which will be informed by the reports on the technical expert dialogues, the submissions made by Parties and non-Party stakeholders and the technical paper prepared on submissions. The dialogue will ensure effective political engagement and open, meaningful and robust discussions in a roundtable set-up.

Please note that owing to the limited capacity of the Meeting Room 1, the access of Parties will be limited to participating minister or head of delegation +1, access of UN/IGOs representatives will be limited to 1 per organization. Accompanying participants can proceed to Meeting Room 21. It will also be shown live via webcast. Interpretation in the official languages of the United Nations will be provided.

 The Dialogue will be co-moderated by H.E. Maria Antonia Yulo-Loyzaga,bio Secretary of the Department of Environment and Natural Resources (Minister), Philippines and H.E. Jennifer Lee Morgan,bio State Secretary and Special Envoy for International Climate Action, Germany.

Ministers and high-level representatives will be invited to engage in an interactive discussion on each of the questions outlined below. In doing so, they will be invited to limit their responses to 2 minutes, but may wish to take the floor again at any point in time either in response to an intervention by another Minister or high-level representative, or in response to another question.

  • How can the new collective quantified goal help effectively address the needs and priorities of developing countries?
  • What are the lessons learned and opportunities that can be drawn from the mobilization and provision of climate finance?
  • How can the new collective quantified goal adequately reflect the evolving needs and priorities of developing countries in the context of implementing NDCs?
  • How can we consider other contributors in the new collective quantified goal context?
  • What are the sources and instruments for the NCQG?
