Finnish Meteorological Institute (FMI) has had a long term twinning collaboration with several hydrometeorological institutions in developing countries. The capacity of the partner institutions has been developed in several ways from enhanced management to better hardware and software use and utilization. This collaboration has led to long lasting collaboration between FMI and partner institutions, and created two way benefits for the institutions long after the actual project funding has terminated
