Participation
The Paris 2015 UN climate change conference is expected to attract a large number of participants from all over the globe. The UNFCCC secretariat welcomes diverse representation of participants and has put measures in place to ensure an environment conducive to intergovernmental negotiations as well as the global representation of observers within the capacity limits of the venue and services. Accreditation for the conference has therefore been distributed as follows:
- Anticipated 10,000 representatives of Parties to the Convention and Observer States, that is government representatives;
- Up to 7,000 observers per week, including civil society making a potential total of 14,000 observer delegates over the fortnight;
- Up to 3,000 members of the media.
Participation by Parties
All Party delegates must be nominated and confirmed in the Online Registration System of the UNFCCC secretariat. Access to the conference centre requires the presentation of a valid conference badge issued by the secretariat. Specific requirements for Parties to participate in the adoption by the COP of the outcome of the work of the ADP can be found in the information note to Parties, dated 22 May 2015, on the requirements relating to the adoption by Parties of a protocol, another legal instrument or an agreed outcome with legal force under the Convention applicable to all Parties. In this regard, please note that only those Parties that have submitted to the secretariat valid credentials will be entitled to participate in the adoption by the COP of the outcome of the ADP’s work. In order to attend the sessions, representatives of United Nations Secretariat units and bodies, specialized agencies and related organizations must be officially nominated by their head of organization or the designated contact person in an official communication to the Executive Secretary of the UNFCCC secretariat.
The formal letter of nomination should be sent to sessions@unfccc.int.

Participation by IGOs and NGOs
IGOs and NGOs that are admitted by the COP are able to register for participation in the conference. Only the admitted organizations that have nominated their representatives through the online registration system by Monday, 22 June 2015 will be able to attend.
Organizations that have submitted their nominations in time can confirm their representatives until Thursday, 26 November 2015 at midnight CET.
