Background

Liberia submitted its NDC 3.0 on 24 September 2025 and has requested RCC West and Central Africa support to secure high-level sectoral policy buy-in, an essential step to move from a validated NDC to implementation. The workshop responds to the call from the First Global Stocktake to accelerate domestic mitigation, strengthen adaptation planning, and enable effective, economy-wide action aligned with national priorities and the SDGs.

Objectives

The workshop, hosted by the Government of Liberia and organized by the Environmental Protection Agency (EPA) of Liberia in collaboration with UNDP and UN Climate Change through the Regional Collaboration Centre for West and Central Africa (RCC WACA)

• Secure high-level political engagement from ministers and heads of agencies for NDC 3.0 implementation.
• Define inter-ministerial coordination: roles, responsibilities, and mechanisms for sectoral integration.
• Discuss financing strategies to mobilize public, private, and international resources for NDC investments.
• Strengthen NDC progress tracking, including institutional roles and KPIs.
