Background

  • This SBSTA Chair requested the secretariat to organise this information session to provide the opportunity for the Parties to enhance the understanding on the existing training programmes to facilitate the work on the training programme for the Enhanced Transparency Framework of the Paris Agreement under agenda item 11(e) at SBSTA 51.

Scope of the session

  • The Secretariat will present an overview of the existing training programmes. The presentation will cover the following information based on the technical paper “Overview of the existing training programmes for technical expert reviews”.:
    • An overview of the ongoing training programmes for technical expert reviews and technical analysis under the existing transparency system,
    • Steps and time required to develop existing training programmes,
    • How those programmes are implemented to the technical experts,  
    • Statistics showing the outcomes of those training programmes, and
    • Key lessons learnt from the experience of developing and implementing training programmes under the existing transparency system. Where possible, the options for the improvements based on the discussions at the CGE meetings, LRs' meetings and a scoping exercise carried out by the secretariat with the help of a small group of experienced reviewers are presented for further consideration. 
  • Following to the presentation by the secretariat, participants will have the opportunity to ask questions about the existing training programmes, and to provide feedback on areas of improvement.

The event will be open to Parties and observers and will be Skype broadcasted.

The outcomes of the information session are expected to help Parties in advancing work under agenda item 11(e) on the methodological issues under the Paris Agreement - training programme for technical experts participating in the technical expert review.
