Capacity-building takes place at individual, institutional and systemic levels.

Since 2017 the Capacity Fellowship programme has enabled 20 mid-career professionals from Small Island Developing States (SIDS) and Least Developed Countries (LDCs), working for a government or national education institution, to work with the UNFCCC secretariat in Bonn for 1-2 years.

The Capacity Fellowship works at all three levels. It builds the capacity of the fellows themselves. It builds the capacity of the LDCs and SIDS to whom they return and the UNFCCC secretariat and all who it serves. It enriches the whole climate change process, for the partnerships formed during their time in Bonn endure through their careers as they take ideas explored into productive new directions.

On Thursday 21 November, participants came:

  • to hear from the fellows about their work, about their motivations and visions for future projects,
  • to discuss how the fellowship builds climate-related capacity for the most vulnerable countries
  • to explore the potential for extending and expanding the programme.

Background

The CAPACITY Fellowship is a programme developed between the UNFCCC and the Italian Government to

  1. Support innovative analytical work on climate change in the context of sustainable development;
  2. Promote a network of experts who can bring creative and innovative options to bear on questions of climate change;
  3. Encourage the leadership potential of young and promising professionals in their fields.

CAPACITY Fellows bring relevant professional experience and knowledge to many UNFCCC secretariat teams. Fellows have worked on Mitigation, Adaptation, Transparency, Technology, Legal Affairs, External Relations.

Under the stewardship of a supervisor, they contribute their expertise, strengthen their leadership capabilities and deepen their understanding of the global climate agenda.

At the end of their fellowship, they return to their home governments and institutions equipped with enriched knowledge and experience to drive meaningful climate action.
