Objective

The Standing Committee on Finance will present its key deliverables for COP 27 and discuss linkages with relevant processes within and outside the UNFCCC. This event will bring members from constituted bodies to discuss important linkages with their work plans. Senior members of research and policy think-tanks would also share views on the relevance of the work of the SCF outside the UNFCCC processes. The interactive event will focus on the overall objective on how the products of the SCF will support Parties in advancing their preparations and agenda for Sharm El-Sheikh.

Format

The Co-Chairs would open the session and invite the first panel of SCF co-facilitators to provide updates on the workstreams and planned activities in 2022. This would be followed by a second panel with members of constituted bodies and representatives of leading think-tanks on climate finance.

Session I. Welcome by SCF Co-Chairs Zaheer Fakir and Gertraud Wollansky (5 mins)

Session II. Overview of workstreams by SCF co-facilitators (35 mins)

In this session SCF workstreams will be presented including description and scope of mandates, approach taken by the SCF to respond to the mandate and planned activities.

• 5th Biennial Assessment & Overview of Climate Finance Flow
• Work on definitions of climate finance
• Progress report towards achieving the goal of mobilizing USD 100 billion per year
• Work on Article 2.1c of Paris Agreement

Session III. Interactive session with constituted bodies and think-tanks (35 mins)

In this session, representatives of constituted bodies will share their priorities for 2022 and the relevance of the work produced by the SCF to these processes. Representatives of think tanks will share perspectives and experience in mobilizing jointly USD 100 billion per year, experiences in tracking financial flows and challenges faced, and respond to the bigger question on how to transition the financial system to low emissions pathways.
