Background, Focus and Objectives of the Webinar
The Standing Committee on Finance (SCF) is a committee of technical experts, established by the United Nations Framework Convention on Climate Change to assist on matters related to climate finance. At the 27th UN Climate Change Conference in Sharm el-Sheikh, the SCF was mandated to provide input on the matters relating to Article 2.1(c) of the Paris Agreement (i.e. "making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development") to the upcoming 28th UN Climate Change Conference in Dubai, UAE.
At its 32nd meeting in September 2023, the SCF decided to engage with stakeholders, including from interested Ministries of Finance, in order to inform its ongoing technical work related to Article 2, paragraph 1(c) of the Paris Agreement, taking into account views of governments and stakeholders and developments made by the public and private financial sector in recent years.
The purpose of the webinar will be two-fold:
- Communicate the findings of the SCF’s work related to Article 2, paragraph 1(c), in particular its updated synthesis of views on ways regarding ways to achieve Article 2, paragraph 1(c) in 2023, and previous outputs related to Article 2, paragraph 1(c); and
- Discuss how stakeholders in the financial sector, including finance ministries, and the Standing Committee on Finance can help each other to accelerate the implementation of the Paris Agreement.
Accordingly, the webinar will revolve around the following overarching questions:
- What are the emerging insights from the SCF’s work on Article 2, paragraph 1(c) to-date? Do those insights resonate with stakeholders, including finance ministries?
- What efforts are stakeholders, including finance ministries, taking to support the pursuit of making finance flows consistent with the goals of the Paris Agreement? What types of tools are being deployed to advance Article 2, paragraph 1(c)?
- How can the UN Climate Change process, including the Standing Committee on Finance, best support these efforts?

The stakeholder webinar will be chaired by the co-facilitators of the SCF workstream on work relating to Article 2, paragraph 1(c), of the Paris Agreement, Ms. Chandni Raina (India) and Mr. Kevin M. Adams (USA).
