Background: Since the adoption of the Warsaw Framework for REDD+ in 2013, the UNFCCC secretariat has supported the technical assessment of forest reference emissions levels and forest reference levels (FRELs/FRLs) and the technical analysis of REDD+ results. These processes play a central role in ensuring the transparency and credibility of REDD+ results and underpin results-based payments. To date, a large number of technical assessment and technical analysis reports have been produced, reflecting more than a decade of practical experience and technical learning.

As attention to the role of REDD+ in achieving the goal of halting and reversing deforestation and forest degradation by 2030 continues to grow, there is an increasing need to strengthen the capacity of experts and practitioners involved in REDD+ measuring, reporting and verification (MRV). In particular, consolidating lessons learned from past technical assessment and analyses can help improve the consistency, transparency and quality of future submissions and reviews.

In response to this need, the UNFCCC secretariat developed consolidated guidance and an online learning course on REDD+ MRV. These materials synthesize key technical issues, good practices and practical solutions derived from existing reports and guidance, and aim to support experts involved in the technical assessment of FRELs/FRLs and the technical analysis of REDD+ results.

Building on these materials, the secretariat will organize a webinar to introduce the newly developed guidance and e-learning course. The webinar will provide a high-level overview of the material, outlining their structure, main components and intended use, and highlighting their relevance for Parties implementing REDD+ and for experts supporting technical assessments and analyses under the UNFCCC.

Objectives: This webinar aims to:

  • Present the consolidated guidance and online learning course developed on REDD+ MRV, including their structure, key components and intended use;
  • Provide a high-level overview of how the materials reflect lessons learned from the technical assessment of FRELs/FRLs and the technical analysis of REDD+ results;
  • Enhance awareness among Parties and experts of the resources available to support capacity-building and technical work related to REDD+ MRV;
  • Introduce how the materials can support ongoing work under the UNFCCC, including technical assessments, technical analyses and related reporting processes.

Impact and outcomes of the event: The webinar will raise awareness among REDD+ stakeholders of the newly developed guidance and learning materials on REDD+ MRV and promote their use as practical resources for strengthening technical capacity.

By presenting the key components and intended use of these materials, the event will support experts and practitioners involved in REDD+ reporting, technical assessment and technical analysis in better understanding the available guidance and training resources. It will also contribute to improving the consistency, transparency and technical robustness of REDD+ MRV processes under the UNFCCC.

  • Experts involved in the technical assessment of FRELs/FRLs and the technical analysis of REDD+ results;
  • National experts working on REDD+ measuring, reporting and verification;
  • National focal points and technical staff from developing country Parties implementing REDD+;
  • Representatives of international organizations and development partners supporting REDD+ MRV;
  • Other relevant stakeholders, including technical experts, researchers and practitioners working on forest-related GHG accounting.
