Background

Under the Paris Agreement, Article 6 provides opportunities for countries to cooperate voluntarily in implementing their Nationally Determined Contributions (NDCs), including through cooperative approaches and market-based mechanisms. For countries such as Djibouti, Article 6 can serve as a strategic tool to mobilize finance, attract investment, and support low-carbon development while advancing national climate priorities.

To support Djibouti in strengthening its readiness to operationalize Article 6, UN Climate Change through its Regional Collaboration Centre MENA and South Asia is organizing a dedicated capacity-building workshop. The workshop aims to enhance institutional readiness, build technical capacity, and support the development of national arrangements required to effectively engage in Article 6 activities and carbon markets.

The event combines a targeted technical deep-dive with the Ministry of Environment and Sustainable Development and a broader multi-stakeholder dialogue, bringing together public and private sector actors to explore practical pathways for leveraging Article 6 in support of Djibouti’s NDC implementation.

Objectives

The workshop aims to:

• Enhance national understanding of Article 6 and its potential to accelerate NDC implementation in Djibouti.

• Strengthen institutional readiness and coordination for operationalizing Article 6.2 and Article 6.4.

• Build capacity among government agencies to participate in cooperative approaches and mechanism-based activities.

• Increase awareness of the role of the private sector in supporting NDC implementation through carbon markets and low-carbon investments.

• Lay the groundwork for the development of Djibouti’s National Carbon Market Strategy and carbon trading framework.

Participants

The workshop will bring together representatives from national government institutions, private sector stakeholders, and technical experts. The design ensures broad participation and interactive exchanges to support practical understanding of Article 6, domestic policy alignment, and opportunities for carbon market engagement in Djibouti.
