1. Background
Pursuant to decision 18/CMA.1 on the modalities, procedures and guidelines for the transparency framework for action and support, the SBSTA is requested to develop, inter alia, common tabular formats for the electronic reporting of the information necessary to track progress made in implementing and achieving nationally determined contributions (NDCs) under Article 4 of the Paris Agreement.
To maximize progress of work on this SBSTA agenda sub-item, and minimize disruption and delay stemming from the COVID-19 pandemics, the SBSTA chair requested the UNFCCC secretariat to organize an informal technical workshop to advance discussion among Parties on possible options for designing common tabular format (CTF) for the structured summary that will be used to track progress in implementing and achieving NDCs.
2. Objectives
The objectives of the informal technical workshop are to:
- Further enhance understanding on possible options for the CTF of structured summary that could accommodate different types of NDCs as well as quantitative and qualitative indicators for tracking progress in implementing and achieving NDCs;
- Use concrete working examples to demonstrate how these options for the CTF of structured summary could encompass different types of indicators (both quantitative and qualitative) and facilitate tracking of progress.
The informal technical workshop will feature a short introductory presentation by the secretariat that summarizes views by Parties in the submissions, followed by examples of structured summary as well as targeted discussions around a number of specific guiding questions.

Noting there are views that the structured summary is not necessarily a table, the mandate given by Decision 18/CMA.1 is to develop, including inter alia, “common tabular formats for electronic reporting of the information” referred to in chapter III of the annex of Decision 18/CMA.1. While the discussion in this workshop will not prejudge any outcomes from the formal negotiation, the SBSTA Chair would like Parties to consider:
- How could common tabular formats for the structured summary be organized to adequately capture the relevant reporting requirements of the MPGs?
- How could common tabular format for the structured summary that is specifically used for tracking progress in implementing and achieving the NDC be designed to accommodate reporting of quantitative and/or qualitative information?
