Background

From transport decarbonization and resilience efforts in Asia, climate-smart agriculture projects in Latin America and the Caribbean, to renewable energy initiatives in Africa, climate action is gaining speed worldwide as national governments and non-State actors implement robust action, responding to the first Global Stocktake outcome at COP 28. In this setting, COP 29 presents a unique opportunity to help activate and amplify the innovative, hands-on leadership of CEOs, financiers, mayors, governors, and civil society leaders, showcasing that it is possible to achieve a net-zero, resilient, nature positive, and equitable world by 2050.

The Global Climate Action (GCA) High-Level Event is a mandated event by Parties at COP 21 in Paris and organized by the High-Level Champions, the current and incoming Presidents of the Conference of the Parties, and the UNFCCC Executive Secretary, to provide an opportunity for announcing new or strengthened voluntary efforts, initiatives and coalitions, including the implementation of policies, practices and actions; take stock of related progress and recognizes new or strengthened voluntary efforts, initiatives and coalitions from non-Party stakeholders; and provide meaningful and regular opportunities for the effective high-level engagement of dignitaries of Parties, international organisations, international cooperative initiatives and non-Party stakeholders. As the world converges in Baku, this event will serve as the launchpad for the two-week Action Agenda at COP 29 and shine a light on key progress made in the climate action agenda, including critical areas  under the Marrakech Partnership for Global Climate Action, as well as emerging areas of priorities.

By elevating these diverse contributions, the COP 29 GCA High-Level Event: "United leadership to accelerate action for a climate-resilient future" seeks to bridge the gap between policy negotiations and real-world action using common frameworks such as the 2030 Climate Solutions; align non-Party actions with governmental ambitions; and foster inclusive, multilevel, gender-responsive, and cooperative action.

Above all, it aims to send a clear message: bold and decisive climate action from all actors in the real economy and all areas of society is essential in supporting the design and implementation of nationally determined contributions (NDCs) and national adaptation plans (NAPs), securing a sustainable and resilient future for all.
