Introduction and context
The Conference of the Parties (COP) at its twenty-first session through decision 1/CP.21 decided to conduct a Facilitative Dialogue in conjunction with the twenty-second session of the Conference of the Parties to assess the progress in implementing decision 1/CP.19, paragraphs 3 and 4, and identify relevant opportunities to enhance the provision of financial resources, including for technology development and transfer, and capacity-building support, with a view to identifying ways to enhance the ambition of mitigation efforts by all Parties, including identifying relevant opportunities to enhance the provision and mobilization of support and enabling environments.
In response to this request H.E. Mr. Salaheddine Mezouar, President-designate of COP22/CMP12/CMA1, will convene the Facilitative Dialogue as a two part event, with the first part to take place on Friday 11th November from 15 to 18:30, and the second part to take place on Wednesday 16th November from 10.00 to 13.00.
Part 1.
The first part of the Facilitative Dialogue will offer space for an assessment of progress made, with regard to the enhancement of pre-2020 ambition, and the provision of means of implementation. In this context, it will provide opportunities to exchange relevant information on all aspects to be addressed in this Facilitative Dialogue, and particularly provide the space to showcase specific case studies or initiatives related to ambition and the provision of support.
Approach
The organization of this part of the event will be conducted in a manner which respects Parties collective desire for enhanced time management at the session. Consequently Parties should note that it may not be possible to accommodate all requests in the three and a half hour period available, unless participants are focused to limit their interventions to 3 minutes. Priority will be given to those speaking on behalf of groups of Parties.

Part 2.
The second part of the Facilitative Dialogue provides a unique opportunity for Ministers to engage with each other in a policy oriented, forward-looking discussion with a view to identify opportunities to enhance the provision of financial resources, including for technology development and transfer, and capacity-building support. The findings of the first part of the Facilitative Dialogue, more technical in nature, would serve as important input to these Ministerial deliberations.
Approach
In this regard Ministers will be requested to engage in discussions based on a set of guiding questions which are contained in the draft programme herein attached. The organization of this part of the event will also be conducted in the spirit of enhanced time management at the session. Consequently Parties should note that it may not be possible to accommodate all requests in the three hour period available, unless participants are focused to limit their interventions to 3 minutes. Priority will be given to those speaking on behalf of groups of Parties. Noting that this event will take place in parallel to the delivery of national statements to the High-level Segment, Parties are encouraged to indicate in advance their desire to intervene by contacting the UNFCCC secretariat.
