Background

As part of the “Global Mutirão: Uniting humanity in a global mobilization against climate change” decision adopted by Parties at COP 30 in Belém, Parties decided to establish a two-year work programme on climate finance, including on Article 9, paragraph 1, of the Paris Agreement in the context of Article 9 of the Paris Agreement as a whole (hereinafter referred to as “Climate Finance Work Programme”).

Under the Climate Finance Work Programme, the co-chairs will convene engagement workshops, to be held in the World Conference Center Bonn (WCCB) in Bonn, Germany, in conjunction with the sixty-fourth session of the Subsidiary Bodies (SB 64), to provide a space for substantive discussions among Parties and non-Party stakeholders.

The engagement workshops will be open to Party and non-Party stakeholders for on-site and virtual participation. To be able to attend the workshops in-person, interested participants are asked to submit the online registration form for on-site participation of the SBs. To ensure inclusive and broader participation, the workshops will be held in a hybrid format, enabling virtual participation, and have webcast. Participants, who are not registered for SB 64 and wish to participate virtually, should complete the registration form at https://indico.un.org/event/1023905/.

Participants are invited to engage in the different break-out groups, discussing the following topics and questions.

 

1. Provision and mobilization of “climate finance, including Article 9, paragraph 1, of the Paris Agreement in the context of Article 9 of the Paris Agreement as a whole”: How can we scale up the provision and mobilization of climate finance from a wide variety of sources, instruments and channels to support climate actions in developing countries?

2. Access to “climate finance, including Article 9, paragraph 1, of the Paris Agreement in the context of Article 9 of the Paris Agreement as a whole”: What are concrete procedural, institutional and capacity barriers that prevent developing countries from accessing available climate finance, and how can these be addressed?

3. Transparency of “climate finance, including Article 9, paragraph 1, of the Paris Agreement in the context of Article 9 of the Paris Agreement as a whole”: How do we enhance the transparency of climate finance and the measurement of progress on the impacts, results and outcomes of climate finance, including Article 9, paragraph 1, of the Paris Agreement in the context of Article 9 of the Paris Agreement as a whole?

The virtual break-out groups will discuss all questions.
