Background
As part of the “Global Mutirão: Uniting humanity in a global mobilization against climate change” decision adopted by Parties at COP 30 in Belém, Parties decided to establish a two-year work programme on climate finance, including on Article 9, paragraph 1, of the Paris Agreement in the context of Article 9 of the Paris Agreement as a whole (hereinafter referred to as “Climate Finance Work Programme”).
Under the Climate Finance Work Programme, the Co-Chairs will convene engagement workshops, to be held in the World Conference Center Bonn (WCCB) in Bonn, Germany, in conjunction with the sixty-fourth session of the Subsidiary Bodies (SB 64), to provide a space for substantive discussions among Parties and non-Party stakeholders.
Engagement Workshop among non-Party stakeholders on the Climate Finance Work Programme

Overview: Non-Party Stakeholders operate across borders, sectors, and scales. They have direct experience of enabling conditions to drive climate finance, what barriers prevent access, and what innovations are emerging that need to be utilized.
Bringing this experience into the workshop of the Work Programme sets out a critical foundation in the implementation of the Climate Finance Work Programme. The Engagement Workshop among non-Party stakeholders aims to provide an opportunity for non-Party stakeholders to share their efforts to support the broader climate finance landscape and identify potential areas of technical work to further inform the Climate Finance Work Programme.
The workshop will open with a brief presentation by the Co-Chairs on the outcomes of the engagement workshop among Parties, followed by an open plenary discussion in which participants are invited to make interventions in response to guiding questions.
Target audience: Non-Party stakeholders (accredited observers, MDBs, climate funds, civil society, private sector, academia). While this workshop is open for Parties and non-Party stakeholders, interventions will be limited to non-Party stakeholders.

2. In your experience, what conditions on the ground - policy, regulatory, or institutional - have enabled the deployment of climate finance effectively, and what are the challenges?
3. What policy and regulatory frameworks and institutional coordination are needed to implement climate finance?
