Background

This is a pivotal moment as the upcoming round of Nationally Determined Contributions (NDCs 3.0) is scheduled for 2025. Countries are expected to submit new and more ambitious NDCs, reflecting their commitment to combat climate change.

The Global Stock Take (GST), agreed upon during COP28, highlighted that despite progress in mitigation, adaptation, and support, Parties have not collectively achieved the Paris Agreement’s purpose and long-term goals. In response, Parties are urged to propose ambitious, economy-wide emission reduction targets that cover all greenhouse gases, sectors, and categories -- aligning with the goal to limit global temperature rise to 1.5°C. The latest scientific findings from the UN’s Intergovernmental Panel on Climate Change (IPCC) emphasize the urgency: greenhouse gas emissions must be reduced by 60% by 2035 compared to 2019 levels. Achieving this requires simultaneous efforts in adaptation and mitigation to promote sustainable development for all.

Central Asia is a region that faces multiple climate risks and vulnerabilities, such as water scarcity, glacial melting, desertification, and extreme weather events. However, the region also has significant potential for low-carbon development, renewable energy, and green recovery from the COVID-19 pandemic. NDCs will help countries in Central Asia to harness this potential and achieve their climate and development goals, while contributing to the global efforts to limit warming to 1.5°C.

Objectives

They main objectives of this session are to:

  • Provide an overview of the latest CMA decisions and GST outcomes relevant to the development of the next generation of NDCs;
  • Share a sub-regional outlook for Central Asia on ‘NDC 3.0’ preparation;
  • Share country experiences and key lessons learned during past NDC preparation and implementation;
  • Provide an interactive session to help participants plan their NDCs 3.0 with targets through 2035; and
  • Provide updates on the NDC Partnership’s Thematic Call on LT-LEDS and NDC Alignment, Update and Enhancement, the NDC 3.0 Navigator, and other available support for the 2025 NDCs.

Expected Outcomes

Participants will:

  • better understand expectations for the next NDCs and their sub-regional outlook for Central Asia;
  • learn from the experiences and key lessons of other countries in previous NDC preparation and implementation;
  • have the opportunity to plan their next NDCs with targets through 2035;
  • know of methods of support for developing their next NDCs, the Partnerships Thematic Call on LT-LEDS NDC Partnerships Thematic Call on LT-LEDS and NDC Alignment, Update and Enhancement, and the NDC 3.0 Navigator, as well as well as how to access these resources.

About the NDC Partnership

The NDC Partnership is a global coalition of countries and institutions that supports countries in enhancing and implementing their NDCs, with an emphasis on transparency, accountability, and ambition. The Partnership aims to foster cooperation and alignment among members, facilitate access to technical and financial assistance, and promote knowledge sharing and learning. The NDC Partnership is co-chaired by the governments of Costa Rica and the Netherlands and has 222 members, including 126 countries, 56 institutional partners, and 40 associate members. The NDC Partnership operates through several regional offices and hubs, such as the Regional Collaboration Centre (RCC) for Asia and the Pacific.

About RCC Asia and the Pacific

The RCC Asia and the Pacific is one of the six regional collaboration centers established by the United Nations Framework Convention on Climate Change (UNFCCC) and its partners to support countries in implementing their climate actions. The RCC Asia and the Pacific covers 36 countries and territories in the region, with a focus on supporting low-carbon development and climate resilience. The RCC Asia and the Pacific works closely with the NDC Partnership and other regional and international organizations to provide technical and policy support, facilitate access to finance and resources, and enhance coordination and collaboration among stakeholders. The RCC Asia and the Pacific also organizes and participates in regional events and workshops to share best practices, lessons learned, and innovative solutions for NDC implementation.
