Context
As developing countries gain experience in preparing and improving their biennial transparency reports, quality assurance and quality control (QA/QC) can help identify errors, strengthen data and documentation, improve coordination among institutions and support continuous improvement over time.
At the same time, establishing and applying effective QA/QC arrangements can be challenging. Countries may face constraints related to institutional arrangements, technical capacity, data availability, documentation, time and resources, and may adopt different approaches depending on their national circumstances.
The CGE’s capacity-building needs analysis provides insights into challenges and capacity-building needs encountered by developing countries in preparing their national GHG inventories. Building on these findings, this side event will bring together national experts to share how QA/QC is being applied in practice, what has worked, what remains challenging and what lessons may be useful for other countries.
Through country experiences and an interactive discussion, the event will explore practical approaches that can help countries strengthen the quality of their inventories and support improvement in successive BTR cycles.
Target audience and event setting
The CGE side event will be convened in-person and will be open to all SB 65 participants, especially particularly national GHG inventory experts, BTR coordinators and transparency experts.

QA/QC in Practice
Scene setting presentation: What are the key findings from the CGE's capacity-building needs analysis related to GHG inventory and QA/QC processes?
- Kakhaberi Mdivani, CGE member (Georgia)
Panel discussions:
Could you share your country’s experience in developing and implementing GHG inventory QA/QC arrangements? What have been the main challenges, lessons learned and practical approaches that have worked well?
- Juliana Bempah, CGE member (Ghana) and panel moderator
- Kakhaberi Mdivani, CGE member (Georgia)
- Roxanne Lake, CGE member (France)
Interactive discussions among panellists:
- Practical approaches: What simple, low-cost QA/QC measures can countries prioritize when technical capacity and resources are limited?
- Institutional coordination: How can countries ensure the quality and consistency of inventory data received from different institutions and data providers?
- Improvement over time: How can lessons from one inventory cycle be carried forward into the next?
- Support needs: where would additional guidance, tools, training or peer exchange be most useful?
