Background 

This Implementation Lab will convene host countries, buyer countries, project developers, and financiers to facilitate strategic dialogue under Article 6.4 of the Paris Agreement. The session will focus on enabling high-integrity cooperation through early engagement on authorization frameworks, demand signals, and investment-ready mitigation project pipelines aligned with NDC priorities. It aims to strengthen buyer–seller confidence, unlock carbon finance opportunities, and support the development of bankable Article 6.4 activities.
