Mandate

According to the activity 6 of the workplan of the forum and its KCI[1] the forum has to promote the availability and use of guidelines and policy frameworks to assist Parties in promoting just transition of the workforce and the creation of decent work and quality jobs within and across sectors, including training, retooling, retraining and reskilling systems and stakeholder engagement strategies, at SB 60 using the modality of taking input from experts, practitioners and relevant organizations, and exchange and sharing of experience and best practices.

 

Background

There is a growing recognition on the importance and necessity to transition in just manner. As Parties embark on their transition to low-emissions or net-zero emissions economy, they see the need to understand the socioeconomic impacts, positive and negative, of their transition. Understanding these impacts would enable Parties to maximize the positive impacts of the transition and, at the same time, to address any negative impacts on their workforce and communities.

While there is no one-size-fits-all approach for just transition, there are a number of frameworks, guidelines and tools that can guide Parties in undertaking the transition in a just manner. Some of them provide general elements for which can ensure the achievement of just transition, and some of them are tailored to specific sectors. Some may not be fully applicable for some particular countries; however, they may still provide some insight of what can potentially be done in these particular countries taking into account their national circumstances.

This event will see sharing of some frameworks, guidelines and tools that can assist Parties in promoting just transition of the workforce and the creation of decent work and quality jobs, with the objective of promoting the use of a framework, guidelines or tools, in the planning of the transition, to help achieve a transition that is just for workforce and communities. The event will also highlight the roles of training, retooling, retraining and reskilling systems and stakeholder engagement in the process to achieve a just transition.

 

Who should attend

This is an open three-hour interactive forum which aims at fostering dialogue among Parties and observers around guidelines, policy frameworks or tools on just transition of the workforce and the creation of decent work and quality jobs within and across sectors. The discussion at the session is likely of the interest of Party delegates, observers representing various constituencies and independent participants representing academia, research organizations, think tanks and industries to share their experience and best practices.

Panel discussion 1: Exploring the role of governments in effective multilevel governance for just transition

Moderated by Annela Anger-Kraavi, Estonia

  • Through sharing of experience and initiatives, the session will discuss how governments play a vital role in setting up frameworks, guidelines and/or tools that can govern the transition in a just manner.

The panelists will share experience, knowledge, initiatives, and work that have been undertaken to support skill development and capacity-building in various countries.
