Third meeting of the Consultative Group of Experts

Summary of outcome

The third meeting of the Consultative Group of Experts (CGE) took place in Bonn, Germany, from 18 to 19 February 2020. 23 CGE members attended the meeting, including 2 members participating remotely.

Key summary of the outcomes of the meeting includes the following:

• The CGE elected Mr. Arif GOHEER (Pakistan) as the Chair and Mr. Kenel DELUSCA (Haiti) as the Rapporteur for 2020.
• The main objective of the meeting was to develop its work plan for the year.
• With a view to ensuring that its annual work plan aligns with the broader, long-term objectives and responds to the evolution of the existing measurement, reporting and verification (MRV) arrangements under the Convention and the enhanced transparency framework under the Paris Agreement as well as needs of developing country Parties in the lead up to 2026, the CGE formulated a vision, mission and metrics to measure progress, as well as the strategic priorities which will be reviewed annually.
• Guided by the vision, mission and strategic priorities, the CGE successfully developed its work plan for 2020
• Further, the CGE took note of:
  • Oral report, prepared pursuant to decision 20/CP.19, annex, paragraph 2, by the secretariat on the composition of the team of technical experts for the technical analysis of biennial update reports;
  • Update, by the secretariat, on the CGE training programme for the team of technical experts for the technical analysis of biennial update reports which is run bi-annually by the CGE with the assistance of the secretariat.
• In addition, the group agreed to continue enhancing its communication and outreach activities, and collaboration efforts with other expert group and constituted bodies under the Convention and the Paris Agreement, and other intergovernmental and international organizations.
• Finally, on 17 February 2020, the CGE members took part in a half-day gender training convened in response to the enhanced Lima work programme on gender and its gender action plan.
