This report contains information on the work conducted by the co-chairs of the Sharm el-Sheikh dialogue on the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement and summarizes the deliberations under the dialogue, including at the two workshops held thereunder, in 2025. The report also contains a synthesis of all work conducted under the dialogue in 2023–2025 for consideration by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement at its seventh session with a view to deciding on a way forward with regard to the deliberations on this matter.
