This technical report synthesizes the views submitted by Parties, constituted bodies under the Convention, the operating entities of the Financial Mechanism, representatives of relevant processes under the Convention and other non-Party stakeholders on the fifth comprehensive review of the implementation of the framework for capacity-building in developing countries established under decision 2/CP.7, as well as information gathered from the sources referred to in the annex to decision 11/CP.29, for consideration by the Subsidiary Body for Implementation at its sixty-second session.
