New Zealand. Report on the review of the report to facilitate the calculation of the emissions budget for the period 2013–2020 of New Zealand. Note by the expert review team.
According to decision 2/CMP.8, each Party with a quantified emission limitation or reduction commitment inscribed in the third column of Annex B to the Kyoto Protocol, as contained in annex I to decision 1/CMP.8 (the Doha Amendment), shall submit to the secretariat a report to facilitate the calculation of the assigned amount for the second commitment period of the Kyoto Protocol. New Zealand does not have such a commitment; however, it submitted a report to facilitate the calculation of its emissions budget for the period 2013–2020 containing information relating to its base year as well as other relevant information. The Subsidiary Body for Scientific and Technological Advice, at its forty-first session, took note that a Party included in Annex I to the Convention that is a Party to the Kyoto Protocol with a commitment inscribed in the second column, but not in the third column, of the table contained in Annex B in the Doha Amendment may request the expert review team to review, as part of its review of that Party’s annual inventory for the first year of the second commitment period, information relating to that Party’s base year. This report presents the results of the technical review of the above-mentioned report submitted by New Zealand, conducted by an expert review team in accordance with the “Guidelines for review under Article 8 of the Kyoto Protocol”. The review took place from 26 September to 1 October 2016 in Bonn, Germany.
