This document contains detailed information on the initial accounting parameters for the second commitment period under the Kyoto Protocol for Parties included in Annex I with commitments inscribed in the third column of Annex B in the Doha Amendment to the Kyoto Protocol as contained in annex I to decision 1/CMP.8. It also contains annual information on anthropogenic greenhouse gas (GHG) emissions in 2015 and 2016 from sources listed in Annex A to the Kyoto Protocol; GHG emissions and removals in 2015 and 2016 from land use, land-use change and forestry activities under Article 3, paragraph 3, forest management under Article 3, paragraph 4, and any other elected activities under Article 3, paragraph 4, of the Kyoto Protocol; and holdings and transactions of Kyoto Protocol units. This document contains both final values (from the reviews of the 2017 annual submissions and of the reports to facilitate the calculation of the assigned amount for the second commitment period) and provisional values (from the 2018 annual submissions and the reports to facilitate the calculation of the assigned amount for the second commitment period, both as reported by Parties). The final values will be made available upon completion of the associated reviews and the resolution of any questions of implementation.
