The Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, by decision 13/CMP.1, requested the secretariat to begin publishing annual compilation and accounting reports after completion of the initial review under Article 8 of the Kyoto Protocol and resolution of any questions of implementation. This report contains: key initial accounting parameters, based on the reports on the review of the reports to facilitate the calculation of the assigned amount for the second commitment period of the Kyoto Protocol, where available; information on transactions and holdings of Kyoto Protocol units reported in 2018; and data on greenhouse gas emissions for Parties included in Annex I1 with commitments inscribed in the third column of Annex B in the Doha Amendment to the Kyoto Protocol as contained in annex I to decision 1/CMP.8. The information contained in this report is based on both final values (from the reviews of the 2017 annual submissions and of the reports to facilitate the calculation of the assigned amount for the second commitment period, where available) and provisional values (from the 2018 annual submissions and the reports to facilitate the calculation of the assigned amount for the second commitment period, both as reported by Parties). The final values will be made available upon completion of the associated reviews and the resolution of any questions of implementation.
