The Blue Zone is under the authority of the United Nations.
The pavilion space is operated by the host country on a commercial basis in order to provide Parties and admitted observers with dedicated space to host their own private meetings and office accommodation.
The pavilion space is not intended as a part of the formal intergovernmental process. Events hosted in pavilions are not part of the official COP programme.
Organizations who lease pavilion space are requested not to further subleased or offered for co-hosting against fees.
Those actions are not consistent with the purpose of pavilions in the Blue Zone and are not endorsed by the UN Climate Change secretariat.
The Executive Secretary has the administrative authority to take any necessary action to ensure the efficient and purposeful functioning of the COP 29 Blue Zone.
This may include the review of the admission status of the represented observer organization, including suspension, where applicable.
