Voluntary contributions from Governments

United Nations Climate Change relies on voluntary financial contributions from Parties for more than half of its budget to advance its mandates. Since its establishment, UN Climate Change has been funded primarily by Parties committed to tackling climate change and achieving the implementation of the Paris Agreement. The Resource Mobilization and Partnerships Unit of the UNFCCC deals with the managing of volunatry contribuitions

Voluntary contributions remained essential in 2025, with EUR 37.2 million received for the Trust Fund for Supplementary Activities (TFSA) and EUR 3.7 million as support for the Trust Fund for Participation(TFP) in the UNFCCC process, of which 68 per cent was provided by Parties and 32 per cent by non-Party stakeholders. Governments that provided voluntary contributions (see figure 3) to the secretariat in 2025 include those of Australia, Azerbaijan, Belgium, Canada, China, Denmark, Finland, Germany, Ireland, Italy, Japan, the Kingdom of the Netherlands, Monaco, Norway, Portugal, the Republic of Korea, the Russian Federation, Saudi Arabia, Singapore, Spain, Sweden, Switzerland and the United Kingdom of Great Britain and Northern Ireland, and voluntary contributions were also received from the European Union.
